| At that point you're talking about a kit car and they have their own sets of regulations. Typically however you are bound to the safety regulations @ the time of the production of whatever chassis you are building on. However for production cars made in 1986 or later you must have a DOT approved 3rd light. In States (like Virignia) that have saftey inspections on a regular basis having burned out bulbs in the center light will cause you to fail, never mind not having a light in the 1st place. When I was in college my 88 Yugo failed because I had a college sticker that ran along the bottom edge of the 3rd light and the guy @ the inspeciton station said it blocked its use. This is also why you see tint shops cut around the rear light rather then tint the glass in front if it usually. Finally - removing or tampering with saftey equipement from a car is against the law ie clear Euro lens, removing airbags etc. Doesn't stop people from doing it but they should be aware of the facts.
